The Emperor's Justice
Emperor Leon, disguised as a commoner, witnesses the corruption of Governor Charles Winters, who hoarded the empire's grain while the people starved. After being saved by Brother Lee, the Emperor reveals his true identity, orders the arrest of the corrupt soldiers, and sentences Winters to a painful execution. He then commands the opening of the granaries to feed the starving populace.Will the Emperor's drastic actions bring peace or incite further rebellion among the corrupt officials?
